AMM meter bad? 200

Hi All

I recently had a rebuilt AMM meter installed on my 1984 240 DL with B23F engine. The car runs better except that it runs rough when cold. If you give it gas it starts to die. Once it is warm it runs fine except the gas milage is down to 14-16 MPG. I found a post in the archives on a 1984 that had similar symptons as mine, that recommended checking to see if the AMM meter could be adjusted. Procedure called for disconecting the oxygen sensor and adjusting the voltage to .85 to .9. I got the car up to operating temp and hooked every thing up. Voltage was .85. I turn the adjustmenst screw on the AMM about 1/2 turn each way and I thought it was changing. It went way down to .2 and stayed in that area. I put the screw back to its original position, and reved the enginge up and the reading went back up to .85 and stayed for a few second and then dropped back down again. Whats going on? is the AMM a bum rebuild? I have changed to coolant temp sensor, oxygen sensor, had the fuel pressure checked. Installed new vacuum hose to ECU and checked for vacuum leaks around the manifold. Also change flame trap and cleaned throtle body. any ideas?
