Front Strut Insert Bellows 700 1990

I'm about to replace the front strut inserts, among other parts, and I'm seeing two rubber or plastic bellows that fit around the tops of each of the strut inserts, below the upper strut mount. Are the tops and bottoms of these bellows supposed to be attached to anything to seal out dirt, moisture or what have you? Mine are not attached and can be slid up and down the insert. If new ones are required, I'd like to have them on hand when I tackle the strut replacement. Thanks!!
