No Power Under Load When Warm 200 1982

My wife's 1982 Volvo 240 GLT has become undrivable. It began intermittently but has become a consitent problem. The car starts easily (except when warm) and idles smoothly. It will drive fine until you attempt to go up hill at which time it will act like it is running out of gas. It sputters, chokes, and does not respond to pressing the gas peddle. I have changed out the turbo for a used one, put in a new O2 sensor, changed the fuel distibution unit with a used one, replaced the tank fuel pump with a new one, replaced plugs.

Help, we are considering buying a new car...
