whiny noise on startup 200

i drive a '90 240 with 240k on it. when i turn the key to the start position to start the engine i hear a high pitched whine. it stops when the engine starts and the key returns to the run position. i'm thinking it is the starter motor, but i'm not sure. anyone else encounter something like this around this age or mileage? also i haven't been driving with that plastic engine pan right behind and below the front bumper for about a year now... is that bad?
