Turbo engine 200

I am trying to build a turbo engine for my 81 245. I have to go low budget because I am in high school. I have a oil cooled and water coolded turbos and exhaust manfolds, I have the fuel setup, the intake and some turbo hoses as well I also have a few other little parts but I need a block and a head Iam wondering what the best setup is that will last me a while and is low budget while not losing power. I wont about 200 hp.
