help with fuel pump relay 200 1986

yes, I have resoldered it and it is tested and working. All fuses, ect checked.

Here's the problem, the car won't start. It will start, if I close the one relay by hand, sometimes the other (fires the pumps) will click on and the car will start, sometimes. Releasing the relay will stall the car. Jumping 30 and 87/2 will run the pump but will not start the car.

Am I correct on this?

The one relay (30 & 86/1 turns on 87/1). This is the relay I have to close to sometimes make the other relay close.

This gets it signal from 30 (ign) and 87/1 (#21 on the ecu), by closing it, it turns on 87/1 (#9 on the ecu and #5 on the amm).

86/1 (#21 on the ECU) is the 'trigger'

Sometimes the car will start when the second relay closes. This one is switched by 85 and 86/2. When it's closed it connects 30 and 87/2 (aka pumps)
85 (#18 on ecu)
86/2 (#17 on ecu)
87/2 goes to pumps, injectors, idle air, and o2 sensor

the 'trigger is', power comes in from 85 (#18 on ecu) and returns to 86/2 (17 on the ecu)


Is the clearly and ECU problem?
I tried diconnecting various sensor to see if there was a short or somthing, no effect. I disconnected the hall sensor, still nothing, though the relays did close (not an ign problem.)
