wipers don't work, keep blowing a fuse 200

My wipers won't work, when I go to turn them on, the voltage drops from 14 down to about 9 on the cars volt meter, and I blow a fuse. Any suggestions? I've tried changing the relay down by my left foot, no help. I've tried plugging a known good motor to the harness, and grounding it to the fender, and that won't work.
