740Turbo gas mileage 700 1990

I have a recently purchased 740 Turbo wagon getting less than 20 mpg. It had quite a bit of work done when I bought it and seems to be in good shape. Please tell me this mileage isn't normal! Any suggestions? Do I need to use premium gas? Thank you.
