Dealer vs smaller mechanic & -20C cold brakes 700 1989

Hi again! I'm so impressed with the knowledge you people have! Got 2 small issues I hope you can help me with.

#1 The 740 TD sedan (400 000 kms) that I've bought recently bellows out smoke on start up when it's cold. I mean, it's embarrassing. I suspect it needs headwork. It doesn't seem to use oil, power feels OK (haven't done a compression test). Can't tell whether it's blue smoke or black or both.

#2 Yesterday in -20 degrees celcius , the brakes just didn't work. It's done this before in -10. They felt wooden and the pedal went to the firewall. (Very scary) They are OK again when warmed up. Could the fluid have frozen? Would a change of fluid fix this?

I'm wondering what the best way to go is. Volvo dealer (convenient but probably more expensive) or smaller mechanic shop. Thanks again for your help. Cheers.
