Running wire through firewall? 900

Thinking about installing a car alarm and also at some point a low coolant sensor... and am curious about running wires through the firewall into the back of the instrument panel.

I notice that where the main wiring harness goes through the firewall, it's encased by a large rubber plug. Along the edges of this large rubber plug, there are two or three smaller rubber teats that stick out, with caps on them that look like they can be cut off.

Are these there for running extra wiring through the firewall? Can they be cut off to run wire through into the cavity behind the instrument panel?
