My 240 is a gross polluter! 200 1985

I am in the process of selling my volvo (1985 240 DL) and went to get a smog here in S. Cal. it failed terribly on the NO part. For 15 mph (MAX is 1125) It measured 3305! for 25 mph (Max is 955) it measured 3290!

It also failed just barely on the CO at .68 (Max is .62) and the HC 128 (Max 108)

Any ideas?

It was smogged exactly a year ago and failed but after a lot of work it passed. The AMM and crank damper and timing belt and seals were replaced then. ALso the cat converter was replaced just before that.

Where do I start this time? Please help.

How do I test the O2 Sensor? I think the AMM is still OK as I did the test that IPD mentions in their catalog. I am not sure if the cat conv. is still OK or not.

Any help is appreciated.
