kickdown cable question 700 1986

I have an 86' 745ti(335,000)and my question is, does the kickdown cable have anything to do with the upshift, or is it only for downshift? My car shifts from first to second ok, but will not shift from second to third or third to fourth without having to take my foot off the gas for a second. Also, when is the best time to check the tranny fluid level, after driving for awhile or at startup? Thanks for any help.
