Rich idle at cold start 200

84 245Ti/AW71. car is in a cool, not cold climate (40 deg F in AM).

When started cold, it will fire right up, run smooth for 10 seconds, then start running too rich in a rough idle for a minute or so. If I drive it in the first minute, it will drive rough, like too much choke in a carbureted motor. After a minute or two it runs fine rest of day.

Have checked connections to cold start valve and thermo time switch. Both OK. Cannot read electrical measurements (no multimeter at home). Ditto for testing fuel pressure; no gauge. CIS wire harness has a little rot going on. Air box is blocked off in the fresh air position. Idle air motor seems to function properly as it keeps proper idle speed with ac on/off, in/out of gear, etc.

Any advice on how to clear this up?
