Headlights mind of their own ! 200 1981

81 244gl w/4 headlight system. Headlights stuck on high beam. Checked hi/lo relay (under hood by battery), and seams to be working properly. Could it be the lighting relay that is supposed to indicate when a bulb is burnt out ? Any ideas ?
