HOT seat heaters 200

I see that Volvo is recalling the 850s from 1996 because of a potential problem with the seat heaters (http://cbc.ca/consumers/market/recalls/reclfull/2002/09adec2002.html) I have also read recently of Opel's problem with seat heaters barbecueing the drivers.

A couple of weeks ago I butchered two front seats from a 1987 240 at the boneyard. As the car only had 120 K miles on the clock, the driver seat was in very good shape, the passenger seat was excellent. But when I got to the inside I noticed that the heating cables were seriously displaced in both seats. The tape that holds them in position had lost its effect, and the cables had lumped. The inside of both seat covers had some brown marks where the cable lumps had concentrated the heat.

Has anyone found a better fix for this other than sorting out the cables and replacing the worn tape? The cables are secured to the plastic frame at one side by a nylon cord, but I assume that the other side needs to be free to allow for some movement caused by the driver's weight.
