1989 240DL blinker voltage at turn indicator 200

Hello,
Here's a problem on my '89 volvo 240 DL wagon:

My blinkers are now failing 99% of the time. The 1% that they work
is when I'm driving but they soon fail again. I basically move the
turn indicator and nothing happens.

The seat belt indicator sometimes comes on at strange times. I checked
the circuit in the bentley manual and they're connected, so that is
somewhat normal.

The emergency lights (4 way flasher) work, and blink just fine. The
turn signals use the same flasher, so the flasher's probably ok. (I
opened it up and nothing looked broken inside. It's very interesting,
there's a capacitor, a couple of resistors, a chip, and the relay coil)

When I turn the turn indicator level, there is sometimes a brief buzzing
sound from the flasher, but only once. ie, if I try again by moving the
turn indicator to normal and then back to left or right, no buzzing sound.

I checked continuity at the turn indicator (near the steering wheel),
and continuity is fine when I move the indicator Left or Right. The
brown wire is for high beam, and that works fine. I checked continuity
between the yellow wire and the blue and other one (green I think.) One
is for left, the other is for right. They're labeled L and R.

I measured the voltage between the yellow and blue wire, and got 1.6v.
(I think blue is for left turn, and green is for right turn.) The
other wire also showed 1.6v. Actually I'm not sure anymore, I could
have been measuring between ground and the blue wire.

What I need is this: Could someone check that they also get 1.6v at
those wires? Checking this should take less than 5 minutes, remove
the top cover behind the steering wheel and measure the voltage when
the car is running. Also, what voltage do you get between ground and
those wires? You'll need one of those funny "star" screw drivers, but
I use a hex one and it worked well enough.
