Brake Lights Not Completely Working 200 1985

My 1985 245 DL wagon has the yellow dashboard bulb light appear only when I hit the brakes. I checked the rear; on both sides, the top red lights do not ever come one, but the lower lights always come on. I removed the top bulbs, changed them, cleaned the contacts, and reinstalled them. They still didn't light. What's going on here?
