'80 240 frequency valve 200 1980

The frequency valve on my '80 240 used to buzz like a bees' nest. Now it's barely audible. I put an ohmmeter across the terminals on the connector (with the lead from the control unit disconnected, engine off) and it shows continuity. Is this normal, or is the valve shorted out?
