how to test generic universal power antenna?before installation

Universal antenna has black wire for ground.Red for power and blue wire for switching on/off(with the radio)
I hooked up the red to the positive on 2 lantern 6V dry battery in series=12V and the black wire to the negative.There is a sound but no movement of the antenna.

How do I connect the blue switched wire to test it before doing a lot of cutting and installing it in the car?
