lower rear shock mount 200 1987

I have an 87 245 with Ipd swaybars, boge turbo gas shocks and all new bushings. I have a clunking sound at low speeds and have concluded there is slop in the rear lower shock mount setup. It seems like the bolt is slightly too small in diameter or the sleeve on the shock is slightly too large equalling slop between the two. Has anyone had this problem with the ipd hardware supplied with the swaybars? or with the boge turbogas shocks? I am thinking of making a shim for the inside of the lower shock where the bolt passes thru. Or could it be that the bolt shoulder is too long and doesnt allow the spacer and shock sleeve to be cinched up tight enough? Im pretty sure the ipd instructions say to run the bolt with the head and a washer against the swaybar and the threaded end/nut with no washer facing the outside. And why is that bolt soooooo long? any input would be appreciated!
