Poor hesitation Could it be the ignition module (aka power sage) 700

Hey All This is an going problem w/ my 89 non-turbo Bosch ignition.
When I get up in the morning the car runs and starts great. Come back drink my coffee go out and it will hesitae going out my drive way, for about 15 seconds.
If the car is allowed to complete cool off it doesn't do it. If it's hot it will restart no problem. If it's allowed to cool off a little (5-15) it does it.
Here is all that I have done
wires
rotor
cap
spark plugs
ETC
Flame trap
cleaned throttle body
Tested throttle position switch it's good
heat riser from manifold
Now let me also add in that if it's snowing or raining out it will also hesitate more frequently.
Any ideas. I'm thinking that it may be a bad ignition module at this point.
Does anyone know how to test these things? Tehy are about $150 bucks so I don't want to swap out w/ out knowing it's definately bad.
