Black smoke, chugging along 700 1987

I have a 740 Turbo that recently has developed a problem. It emits black smoke from exhaust and chugs along. I opened the hode and noticed what seemed to be congealed oil around the air intake pipe that feeds the turbo. It seems to be congealed around the rubber connector that joins the intake from radiator to the T connector that feeds the engine and turbo. Could this be the problem. I assume if not this should not be like that and I should replace this too?
