Inconsistent stopping point for windshield wipers. 200 1980

The wipers on my 80 242 will sometimes stop in the normal resting position about an inch and a 1/2 above the moulding and sometimes they will stop less than a 1/4 inch above the moulding. This is most noticable when set to slow or intermittent. I think the arch length stays the same though.

Also the wipers are quite lethargic. At least compared to the ones on my 84 245.

Is it time for a new motor or can I tighten/lube the cables to correct either problem?
