A/C Problem 900

I read the 700/900 FAQ and came across the article on the "Vacuum Servo Motor Replacement" and this seems to be the exact problem with my car. You can hear the air shut off somewhere under the dash, then it stops flowing until you let off the gas. I don't have a tester as it describes in the article; could it be any other part of the car that is causing this, or is it a pretty safe bet to replace the motor described in the article? Thanks.
