Programming a new electric door lock transmitter 900 1996

I tried to program a new door lock transmitter from the dealer by turning the ignition key back and forth 5 times, but the red light on the passenger's dash never lit up so I could not program the transmitter. Am I doing this right? Any suggestions on what might be wrong, assuming I am doing this right? Thanks.
