Wiped Out Wiper and Horny Horn 200 1984

I have one of the infamous 1984 models with the wonderfully durable wire harnesses (though mine appears intact). I noticed that my windshield wipers and horn don't work. I checked fuse #2, a 16 amp that was blown. I replaced that fuse twice; twice it blew. There must be some short somewhere. Help!
