timing problem in a 79 244 200 1979

I just put a used engine in my car with out a hitch but when I went to start it did not fire. I checked for spark and if I had fuel pressure,I did, so I checked the the timing(I had replaced the belt while the engine was out) I guess I miss read the manual, so I set it right or so I thought, It still will not fire. I would like if some one could tell me how to set it at TDC and how to check the marks on the cam,crank and distributor gears.

Questions,
-With every thing set right(TDC)should the dist. rotor point to plug wire #1
-While turning over something popped(near the starter best i could tell)and
some foul smelling smoke was floating about. Any idea?
Facts,
-The car is a 1979 244,B21f-was replaced with a 82 B21f engine both with cis
-Everything was swapped over from the old engine but the head,waterpump,oilpump
and all internal moving parts.

This is my first time doing this and all of this info. may be unnecessary, I just don't know
