740 won't start 700

I am sure the starter is good, and the engine is cranking.
but it just won't start.
The first time I start it, the engine runs for 1 second and then died.
and now it won't start again.

Yesterday the weather is too cold: below 0.

Is this because the weather?

what shall I do to start it?
