Hi beam relay?? 200

1990 240 sedan 72K.

Lights would stick on Hi-beam, occasionaly able to cycle to low beam (hi beam indicator works). When car shut off, lights would not return to low beam. Replaced hi-low beam relay, no change. Could it be head lamp relay, I don't think so because lights can be turned off and on normally with light switch. Can dip switch on steering colum go bad, if so, can I manually connect ground to BROWN wire on dip switch to check dimmer relay ops? Any other ideas? Grounds appear to by okay.
