No start no fuel 200

I have a 1982 245 Gl wagon. It woln't start. When the key is turned the fuel pump does not run, The fuel pump relay does not click, I can jump the fuel pump at the relay connector, and the fuel pump runs. Both the fuel pump, and relay are new. I have tested the ignition switch and it works correctly. Ive checked the fuses, and the controll pressure regulator, all seem to be fine. The Haynes wiring diagram is almost useless. Any help would be greatly appriciated.
