How To Tell If My Power Steering Is Shot 700

Lately I've been hearing groaning noises from my steering wheel any time that I have to turn the steering wheel the full radius (ie. parallel parking, low speed tight turning, ect..). I also hear the noises once in a while while turning normally at low speeds.
It also seems as if as if my power steering is working intermittently.

How do I tell if the power steering pump is shot?
How do I tell if it is leaking somewhere?
How do I know if it's the power steering mechanism, or the actual rack that needs to be serviced?

I checked the fluid level and it seems OK, but I hear the noise almost every day.

How much does it cost to replace the power steering pump? Is this a job for a beginner?

How much would a shop charge to drain the power steering fluid and replace it?
Is this a job for a beginner?

Any advice would be appreciated?
