Cruise Control Works a Little Bit 200

On our 86 240 the cruise will hold speed for a while then gradually drops down. We have replaced all the hoses and isolated the cruise system from the heater controls. The diaphram under the dash will rev the engine if directly hooked up the the vacumm supply. What can we do?
