Weird surging at idle in extreme cold 200

This week, temperatures have fallen below 0 F. In this time, something has happened to the 240's ability to idle smoothly. It is occasionally surging on cold startup, to the point that I have to shift to neutral (AT), then goose the accelerator to get it to settle down. Even more troubling is when it begins to surge after having to quickly brake/stop at a traffic light. It sometimes dies before there is time to get it into neutral to clear the surging. I'm not sure if this problem is connected to the cold weather, or if it is just coincidental. Anybody ever experienced this and know what's causing the problem??
