92 740T Surging Idle 700 1992

My 92 740T has an idle that always surges between 500 and 700 RPM (based on dash tach). What could be causing this? The car has s fresh tune, good wires, clean TB, Clean air filter, new crank angle sensor. I have not checked the O2 sensor yet.

Thoughts or trouble shooting tips?
