Volvo 142E timing with Perlux ignition from IPD 140-160

Guys,
I just purchased the Perlux ignitor ignition kit from IPD for my 71 142E and have a few questions for the experts.
George(the famous Walrus3) has provided the most advice concerning my beloved 142E but now I also offer it to the rest of the post. By the way, are there any other 140/B20 owners in the Fort Smith/Western OK area? I have yet to see another 140 series in Arkansas besides the boneyard.
Anyway, on with the timing question:

With the new Perlux Ignitor, what is the optimum timing setting and how should it be set?
Should the timing be set with the vacuum line on the distributor connected or disconnected and plugged?

Any thoughts or ramblings are appreciated.
