Overdrive Issue 900 1991

I just got a 1991 940 Turbo Wagon, it runs great but it fails to go into overdrive. If I push the button on the gearshift the light will go on/off on the dash, but it does not shift. I swithed the relay in the fusebox that a Volvo technician claims causes 85% of the problem but it did not help.
Any suggestions,
