OD will not engage 900 1993

First Volvo,940 turbo and I can't get the car into fourth gear. (the little arrow is on the dash). OD relay was out, sent away for a new one, new one in, new fuse in, still disengaged. Hard to tell if switch on shifter is working, bi-passed switch, still disengaged. Arrow still up. Does anyone have an idea to what might be wrong? Please help
