Maximum runout on front brake rotors? 900

I've got a shake in the steering when I apply the brakes. So, thinking a rotor is obviously warped, I checked the runout this afternoon.
The left rotor has 0.001", while the right has 0.0035".
Is the right warped enough to cause the shaking? At the same time, to go along with the shaking, there is a thunk-thunk-thunk that goes at the same rate as the shaking in the steering wheel.
The pads and rotors have less than 5,000 miles on them.
