New engine won't start 200 1989

I just put a used ingine in my 89 240. The old engine ate the timing belt. I have had it start a few times but now it just cranks. I verified fuel pressure and spark. However, when I pulled the fuel rail and cranked the engine I didn't get any fuel spray from the injectors. Do I have a bad ECU? Any other ideas?
