Scaping Noise when I turn the Ignition 200

Can anyone tell me why my car makes a wierd scraping noise when I turn the key? Or sometimes it sort of acts like its gasping to connect to the engine. Any idea what this might be and how much it would cost to repair. Next week I start phase II of my repairs. Just little nickle and dime stuff. I'm having a blast with my car. I feel financially free from a stupid car payment. Now I want a sedan 1990...Life is beautiful!
