Does tire/wheel size effect milage 200

I have a 91 245. It had 14" stock metal wheels on it when I bought it and I bought 14" volvo alloy wheels to put on it with 185-70-14 tires. I have noticed since I first bought it that when I go by those speed check signs the cops put out that I am going about 7 mpr slower than my speedometer says. I can tell by driving in traffic that I am in fact going slower than the guage says. Now in winter I bought some good used studless snowtires that are 185-65-14 and now I am going right at 10 mpr slower than guage says. It is great for when I am in a hurry and I think I am speeding down the road and see a cop with his speed gun pointed at me and it's no problem. My question is I am only getting 19 mpg and the rig is running good other than a bit of a rough idle.

Would this tire size be killing my milage?

I most certainly do always appreciate you all for your opinion, I have grown quite attached to reading and learning on this forum and was able to share something that I learned to hopfully help another other forum brickster.
