Electrical and charging issues 200

Hello. Maybe you can help me on this one. I have had this problem for at least 7 years and have attempted to fix it several times with the problem returning.

I have a well maintained 1983 244T. When I start my car, the voltage meter shows about half gauge. After a while I notice the voltage starts to go down. It reaches about 12.7 volts and stays there. If I turn my headlights on, and drive for awhile, the voltage goes down until it rest in the black but slightly above the red. yesterday after driving with my lights on, I measured the voltage with the car running at 12.96 volts. Turning my lights off, I measured 12.98 Volts. I removed all fuses expect gauge, fuel pumps and no change.

What is happening here?

I have changed my alternator and battery several times to fix this and it works fine for awhile until months later it starts over again.

I am planning on buying a new alternator and battery again, but, I don't think this is the problem. The alternator is six months old. I replaced the old one because it was doing the same thing.
