Low idle after stop 700 1991

Hello everyone. Of late after coming to a stop ,especially with the airconditioning on, idle is approx 400-500,but it will slowly return to normal.
Whats even worse is when the electric fan comes on the idle will fall even more.
It will return to normal however after perhaps 7-12 seconds. The rate at which
normal idle is attained after a/c is turned on (also when electric cooloing fan
comes on) use to be much faster if not instantly. I cleaned the throttle body and that didnt help..I am now wondering if the idle air control valve or something else could be slowing the idle recovery to normal. There is no hesitation upon acceleration from a stop and even though the idle is low it is not erratic and invariable idle always return to normal albeit slowly. Any suggestions?
