Clear coat peeling 700 1989

Howdy Y'all,
I live in South Texas where the sun shines 385 days a year and nobody knows what a block heater is. My recent purchase ( '89 740 wagon 5spd) has great paint color and looks original. The only problem is that the clear coat is peeling. Is there anything I could do to fix this myself or should I head to the paint shop? I really want to do something soon so that I don't loose the original paint when it comes summertime. I've checked the FAQ's but all there is about paint is to repair scratches and chips. Hope someone has good info. on this. Any and all suggestions welcome.
