Valve Spring Tolerance Limit 700

I am rebuilding a head to put on my 1987 740 Turbo wagon. The valve springs measure less than the 1.77" length limit in the book by about .020". Dealer wants $10/spring and I want to avoid spending money.

Has anyone run with springs that are too short? What happened? Noisy or bad compression?

Has anyone ever seen a valve spring fail?

Or how about shimming the springs so that they are all the same height (an old racer trick)?
