jumping fuses 4 & 6 == main relay test? 200 1988

If the fuel pump relay (i.e. the two relays packaged together in a white box) is removed or broken, would jumping fuses 4 & 6 allow the car to start? I'm trying to diagnose a no-start and want to rule out the relay (on a workbench it tests out OK). Jumping fuses 4 & 6 makes the fuel pump buzz, but it doesn't help the car start. Neither does bypassing the 25 amp fuse in the engine bay. I've confirmed I can see spark. Any and all suggestions are welcome.
