1990 240DL Lots of hesitation 200

...cold, warmed up,the car has developed a serious hesitation/ cutting out, at low speed. At highway speed, it runs well. Today was a particularly cold day out, ( I live in Canada, windchill was around -40) and the car was chocking up and stalling besides the above.

I've been driving the car for 10 years, and take pretty good care of it. I've replaced a number of parts over the years, but this problem has me baffled. Mark.
