idle surge when cold 200 1982

My 82 240 has developed a bit of an idle surge when it is cold. Seems to go from 8-900 to 1500 and then back down. It normally idles around 900 rpm. I have also noticed that after it is fully heated up it tends to idle around 1300rpm. Is there something I should be replacing or checking or is this normal for these cars?
