starting problem 700 1986

Hi, I have a RHD 740 turbo(86 Belgian build sold australia 87) with 293K Kms on the clock.
I needed to remove the water pump and renew the pump to head seal. That job went well but afterwards the engine would not start. I removed the rubber air hoses from air box/turbo and turbo to intercooler to create more space for the pump work.
I used my inductive timing light to confirm that there is a spark signal but it appears to be at 10 deg ATDC during cranking.????
There is a strong smell of fuel fumes in the engine bay right after cranking.

There is a heavy guage black wire running from beneath the distributor across the firewall and into the main loom on the LHS firewall. This wire has almost all the insulation off it. What does this wire do? I cannot find it in the wiring diagram.
Also, the owners manual and the Haines manual state that the model is B230ET but the motor has B230FT on it. There are no crank position sensors in the bellhousing so is this model Jetronic 2.2/2.4 or Motronic like the manual claims.
I would appreciare any helpful ideas or comments please.
