Extremely high idle/temp sensor 200 1990

My 1990 Volvo no longer needs cruise control. I can idle at 47MPH. I get a temp sensor code with my check engine light on.
Question #1 where o where is the temp sensor located?
Question #2 What is the normal cost of the sensor?
Question #3 Will replacing this fix the automatic cruise control(high idle)
